Instrument · Value model v1

What is a decision worth when it is taken on time?

Set your economy, answer four questions from memory, and stand up each chamber as far as you intend to. The verdict updates as you move. Every figure is traceable, the arithmetic is open, and total claimed uplift is capped at 1.2 per cent of GDP — a decision-framing model, not a forecast.

Step 01

Your economy.

Start from a reference economy or set the figures yourself. Nothing here leaves your browser until you ask for the document.

US$2.50 bn

In hundreds of millions of US dollars. Adjust freely — the model scales with it.

26 % of GDP

General government spending. This sets the size of every pool the instrument can act on.

Step 02

Four questions, answered from memory.

These set the size of the addressable loss. A Principal can answer all four without opening a file.

24 decisions

Anything that commits capital, changes an incentive, or reallocates a programme.

6 months

Count the time spent reconciling numbers, not the time spent deliberating.

30 % of public spend

Money that is disbursed and reported, but never scored against a stated result.

47 % of GDP

Tourism, extractives, financial services — whichever carries the economy.

Step 03

How far each chamber is stood up.

Not adopted, piloted, in service, embedded, institutionalised. Each slider shows what it is worth on its own.

Institutionalised

Decision latency reduction across the Cabinet cadence. A twelve-sector ontology with a decade of history, a confidence grade on every series, exposure indices drillable to source, and four-layer sector dossiers.

In service

Reallocation yield on programme spend with no measured outcome. Every minister's contribution to GDP as a standing figure, their dependency web, and their levers ranked by effect with the cost of each attached.

In service

Avoided cost of a large commitment taken on the wrong assumption. Rehearsal before commitment.

In service

Incremental investment capture and concentration de-risking. The Gap priced year by year under the actual glide-path; an investment package builder with capital-to-GDP conversion and honest time-to-impact lags; readiness scored across legal framework, land, workforce, incentives and institutional capacity; and the book sequenced across years.

Piloted

Reduced policy reversal and stalled-programme rate. Monitoring, response and syndication in one place.

In service

Follow-through on decisions already taken. Session Mode running the meeting itself, decisions recorded live with named owners, a commitments cockpit visible between sessions, and a National Scorecard that moves against constant indicators.

Not adopted

Programme design hit-rate before the spend is committed. Rehearsing how a policy, incentive or message lands, privately, before announcement.

In service

Mandate delivery rate across the term. The manifesto decomposed into pillars, pledges and ministry-owned deliverables; quarterly scorecards and a PM Report Card; a signed, versioned compact whose every revision is diffable; and a transformational plan that hands directly to the Narrative Chamber, so what a government announces is the same object as what it decided.
